means that they are a country that dictates its athletes, forces it on their lifters, and the doctors to do it. if not the gov. will punish them. They invented a way, that they will get away with for along time. They have their own steroids, they know the test, and have steroids that other countries do not have. They basicly made the correct way to dope, not inventing. The chances of them getting caught then other countries, is very sly.
