Clean and Jerk - do knees come passed toes?

Something that's been bothering me. In other exercises, knees never come passed toes. It's very hard not to do it in the clean and jerk, however.
In this picture, his knees are way passed toes:
Is this normal, correct form? Or is it only happening because he's lifting so much that his tech has gone to sh*t? (Which happens with me all the time)
Any other pointers relevant to feet and knee placement is welcome.

It happens, I believe I made the same topic a while back to ask the same question. Once you break parallel to the floor the knees do come forward.

I still say keep in mind that you want to try to keep your weight shifted back towards the heels. I know for me especially in snatch I need to focus on this because I will catch the weight flat footed but my weight is still shifted forward more towards my toes which I think is part of my knee problems. I know when this happens now especially because my knee will feel it.
