I don't know if you can 100% blame the IWF in this instance.  Given your beliefs on doping or not, if these countries wanted to compete in the event under these rules they had to get thier paper work in.  If they didn't get thier stuff together and get it in on time thats on them not the IWF (this is assuming the IWF actually did make repeated efforts to remind the countries to get thier stuff in, and there is nothing shady going on in the background - ie they did submit but the IWF "lost it or did not recieve it").
