In th 80´s, anabolic were "fashion". Some used to train more, others to train less (Hungarians, in the opposite to bulgarian method, were hyper corrupted in those years with that question), other only for imitation. Some coaches and dirigents are responsable for give steroids, other for not see (or want to not see) what was happening under their eyes.

I think the loss of interest has to do with the fall of not only Bulgaria, but also to do with Turkey's men's team and the Greek team using the same methods and the downfall of those teams. Simultaneously, there is the rise of Chinese men to dominance from 56 - 85 kg training in a completely different way.

It mostly centers around failing drug tests. Like Shaun said, teams using this type of approach are either floundering or failing as testing improves.

for the love of god-everyone knows his lifters were using banned substances to aid recovery-enuff said!
