How do we train a beginner?

Hi there. I am very new to weightlifting but am very fascinated with it since Hossein Rezazadeh's monster clean and jerk.
I was watching a youtube video of Polish Weightlifters where a weightlifting coach said something about doing 3-5 repetitions during off-season and 1-2 repetitions during pre-competition season.
How can we implement that in a practical way FOR SOMEONE WHO IS NEW TO LIFTING? I'm not just talking about someone who has been lifting his entire life and decided to "switch" to weightlifting. I am talking about someone who is COMPLETELY NEW and decides to do weightlifting?
A sample routine template would be highly appreciated.

Hey,
I am semi-new to it myself, and have been teaching myself using the great advice from on here, and from reading a lot of literature about it, and finally... getting out on the platform.
Both lifts are extremely technical, but I believe that your body would need to be in a decent enough condition to perform them before you can worry about form, so my opinion would be to start doing some lifts that will get the body moving in ways that are similar to the lifts. Perhaps someone with a bit more experience can help you with that but I believe you want to be doing squats, deadlifts, high shoulder pulls, and maybe some shoulder presses/light jerks to build up shoulder strength.
Once you have got that it's all about learning the moves. I would either 1) find a coach which is probably the best way, or what I did was purchase a book, and read as much as I can on the forum and weightlifting exchange, watching youtube (you'll find out quickly enough who knows what they are talking about on youtube).

I highly recommend it, especially if you want to transfer your weightlifting to other sports (as I initially had intentions of doing).

A book that I discovered recently was an old-school, translated text that was written by Soviet weightlifting master, R. A. Roman.

There are two approachs:
1) You have a system, and the pupils must to adapt to it, or get out. This is good if you are a chief coach in a country that has a great flow of athletes.
2) You study each person in his anatomical features, particular technique, health, mind, and uses different system for different persons. This is the approach if you are interested in maximize your own performance.
