In Uruguay, this point was many times object of political or commercial manipulations.
So, I proposed in the 90´s make a table for qualify athletes for theese distinctions.
The table, for exemple, gives points for local, national and international championships and records.
I think is an objectiv form to evaluate, and an stimulus for better performances. An good to avoid useless discussions in the federations.
