OLYMPIC QUALIFICATION FOR 2012

You will remember that for the 2008 Beijing Games we extended the Olympic Qualification period from the earlier one to two World Championships, to give more opportunities to the countries to qualify for the Games.

For 2012, it was our intention to help even more to our National Federations and further expand this possibility giving Olympic Qualification status to three World Championships prior to the London Olympic Games. As it is known, the Olympic Games are the property of the International Olympic Committee and so the IOC has the right of decision in all matters regarding the Games, including the Olympic Qualification processes for all sports on the program. Therefore, the IWF duly started the negotiations with the IOC to explore such possibilities for London 2012.

Finally, most recently it was made clear by senior IOC officials in charge of this issue that – despite all our efforts and intentions – unfortunately the 2009 Goyang World Championships cannot be part of the Olympic Qualification System for the 2012 London Olympic Games! The simple reason is that the IOC will approve the Qualification Systems (for all summer Olympic sports) only after the Goyang World Championships, and the qualification can start only in 2010.

At the same time, however, we are strongly asking and recommending to all the National Federations to participate in the 2009 Goyang World Championships, which can be regarded as a very important stop on the “Road to London”. We can assure you in advance that Goyang City and the Korean Weightlifting Federation will stage outstanding and great World Championships this November. The Invitation, Regulation, Schedule and all the Forms are published on the IWF website www.iwf.net – click on the logo!

IWF HANDBOOK 2009-2012 IN FRENCH AND SPANISH

This is to inform you that in the near future the IWF will publish the IWF Handbook 2009-2012, containing the Constitution, Technical and Competition Rules, Anti-doping Policy, in French and Spanish. Those NFs which require the Handbook in French or Spanish are requested to inform the IWF Secretariat about the number of copies needed.

BIDS TO HOST FUTURE WORLD CHAMPIONSHIPS

The IWF Executive Board will make a decision about the allocation of the World Championships at its next meeting during the Senior World Championships in November. The venues of the following events are to be decided:

Youth World Championships: in 2011, 2012 and 2013
Junior World Championships: in 2012, 2013 and 2014
Senior World Championships: in 2013 and 2014

I ask the NFs which intend to organise any of the above events to send us their candidature, in accordance with 5.2.4 of the Technical and Competition Rules, to the IWF by 18 September, 2009.

TECHNICAL OFFICIALS NO SHOW

Often, the IWF and the organisers of World Championships find themselves in very uncomfortable situations when Technical Officials selected and appointed to World Championships from the nominees of the National Federations fail to attend the event, without any prior notice. We wish to advise the NFs that the IWF Technical Committee is proposing to report such action to the Executive Board to advise the National Federations that further action may be taken, including the exclusion of such Technical Officials from future appointments for a certain period.

I don't agree that just because the IOC owns the Olympic Games brand that they should be able to dictate to international federations what qualification system they should adopt for the Olympic Games. However it is clear the IOC does have that power.

Basing the qualification on an increasing number of world championships in my mind favours wealthy countries who otherwise find it difficult to qualify teams. Those countries which for financial reasons do not usually send a full team, or even a team to the Worlds will continue to be at a disadvantage.

The above probably makes the location of the World Championships a factor as well.  Something to consider when sending teams.
