There is no shortage of stories where a small business person has been hit with tens of thousands or more of legal costs from their own lawyers.Then there is the potential of having to pay for the other sides legal costs if the small business person loses

I think so.  It was my understanding that, when announced, the new rules had not been voted on.
I'll see if I can find out if they have been approved and, if so, when they take effect.

The 2009-2012 rules were passed at the Electoral Congress (3/31-4/2);
and went into effect immediately.
