A good point, although the libertarian side of me thinks that if there were no banned enhancements, athletes w/ a sense a responsibility about their long-term well-being would establish a good balance between performance and health.

Such a balance would become a regular topic of discussion on fora like this one, and stupid (or at least ignorant) abuse would be naturally inhibited.  Prohibition tends to multiply excesses.

To keep the excess in check it would be good to still have drug testing in competition. That would easily keep the abuse in check.

The trouble is most athletes at that elite level don't care about their own health, they just want to win, and don't care if they are killing themselves to do so, so it will be very hard to make sure the usage is kept at a 'healthy' level.

I fully agree with the above. Success in sport can be everything. Like dying in "battle".

Agreed. That would not work at all. For proof see bodybuilding and pro wrestling. You have to test and test and test harder otherwise it will turn into a true circus freak show. Humans are fubar in the head often times.

Personally, I haven't been able to hang snatch as much as I can full snatch since I gained a mediocre technique level.  Granted, he's using straps on that 200, but I doubt he would have to hang snatch 230, let alone 220 or even probably 210 before being able to full snatch 220. 
Once your technique becomes efficient, the extra momentum from off the ground more than makes up for the extra distance the bar has to travel.
