I do see a slight forward movement from the start but I don't know how to avoid it as the bar is kept close to my shins. Should I be actually contacting my shins or are my hips too low at the start?

I think you are over analyzing yourself. Your technique is nearly flawless. I know it might break down with heavier weights but that is weightlifting. Everyone breaks down when there is too much weight on the bar. I have to think most lifters would kill for your positions, timing, flexibility, etc.
I would be interested to see how you look with heavier weights.

The hips are fine at the start. The bar should definetely be contacting the shins. That and a bit more back arch in the start may eliminate that very, very minor movement of the bar away from the body off the floor.
