I have a strange question, and it's more of a technicality than anything that would actually be done (I hope!). In that picture of Rybakou, his knee sleeves are touching his singlet, which is technically against the rules...could the jury turn down that lift?

I don't think they could overturn a lift because of the TC's failure. This is another good reason to just extend the singlete though because I bet this happens a lot and it would be easier, not harder, to see if something strange was under the hood in my opinion and as I said would eliminate blood on the bar from the shins which seems a much more important concern than these clothing standards.
