US lifters are usually assumed to be clean. So I'm going to assume that German lifters (currently active) are pretty clean too. Hence: At least 1 (Steiner).

Source? He was tested at least twice this year by the IWF before the Euros. He was tested at the Euros. He was also tested at least three times by the German Weightlifting Federation this year. That's at least 6 times this year, in the months Feb, April, Mai and June. I won't comment on what he was doing during his competitive pause.

Ronny Weller and Marc Huster were clean too I suppose. Cleaning 262.5 can be done clean?
The reason I say 0 is because the first time 200kilos was snatched was in 1976 by a bulgarian. This is when drugs were on the rise in the olympics and bulgarians started to gain power in weightlifting.
arthur chidlovski's site is interesting in evaluating drug use when you take a look at world record progression over the years.

I'd say its probably zero. But, I believe Shane Hamman could have done it if he had started the sport 4 years earlier and I think its inevitable that eventually there will be a heavy and lean enough super to do it without drugs because humans are breeding for taller and larger babies. With no absolute weight limit, its only a matter of time and keeping the right athlete off drugs until he hits the numbers.
