"can national federations such as the USAW adopt rules that differ from the rules of the International Weightlifting Federation",
if they do they should expect no less than International non-recognition of their "results" and even possible bans, for those who participate in such events as per other sporting federations!

There is no shortage of stories where a small business person has been hit with tens of thousands or more of legal costs from their own lawyers. Then there is the potential of having to pay for the other sides legal costs if the small business person loses

I understand that the rules are for safety issues. I also understand that no compitent lifter will press out the weight on purpose. Like Shawn mentioned, some more novice lifters may press out more than they can jerk due to poor form. So what if they eliminate the press out rule for competitions of a certain level, but enforce it for those at the lower level. I don't know if those 'levels' should be dertermined by age (juvenile, junior, senior etc) or due to performance (national, international). Although I realize that's not very realistic, as having two sets of rules will complicate things, and eventually one set of rules will most likely dominate (and the other rule will simply become an unenforced rule on paper).
