My question on the drug issue is this:  during my sport law class in grad school a lawyer came in and started a debate.  It was pretty much the premise that under the constant guidance of a doctor steroids can be safely taken (just the extreme effects would not occur as if they were taken in some of the same ways today, but in more slighter slower increases due to slower doses would help get someone to a higher level) should they be legalized, to possibly make thier use safer and since some are taking them.  That aside what is to keep a lifter who decides to weightlift start taking these steroids under the supervision of a doctor but never compete, get themselves to a high total, then once they achieve that to go off the steroids and start to compete clean from that point on just adhereing to really slow gains on top of thier already tremendous strength?
That is part of the only real solution. Make it legal in the US under a doctors supervision. Also take away out of competition testing. That puts us on the same level. You just need to pass drug testing in competition. You aren't going to be able to use a ton of drugs if you have to pass a test 2-4 times per year. So it won't be like the 80s all over again.

I don't think it would be possible to maintain the required level of strength after terminating the use. You would probably lose enough off your total to be mediocre again - maybe not within a few months, but probably within a year or two. Then again, I know nothing about steroids, so this could be rubbish.

With regards to the question on whether steroids or other performance enhancers should be made legal if taken in a controlled environment: This would depend on the premise regarding why they are outlawed currently. I don't think any of the governing bodies responsible for drug control has a clear stance on exactly why performance enhancers are outlawed. Athlete safety is probably not the only reason.
