I do not believe it is possible to do a heavy snatch, clean, or jerk without the feet leaving the ground (jumping). The length of time the feet are in the air should be as short as possible however.

 I'm with Chris on this but I guess you have to see what works for you .

I feel the need to participate in this discussion especially since I've seen some people being coached to emphasize the noise of the feet (a symptom), rather than the reasons behind it. 
The complete extension (plantarflexion) of the ankles must take place to insure a rapid pull for either power clean or squat clean.
There are two reasons to move the feet.  One is that the body can move more quickly under the bar when the feet are off the ground, but only during the unsupported phase of the pull.  This unsupported phase should be minized to as short a duration as possible and holds true for both the power clean and squat clean.  The second reason, which applies more to the squat clean than the power clean, is that the front squat stance is usually different and wider than the proper foot stance for pulling.
