Rule question:  Is there anything in the rules that would disallow use of the 15 kg bar for the school age males (as well as women lifters) in a sanctioned meet?  Trying to figure out if we can use the same bar in a women's and all-youth session or whether we have to use the 20 kg bar for the school age boys.  
As far as I can tell, the rules don't address that question specifically, but I may be missing something.

The way I see it, the 20 kg. bar is for males and the 15 kg. bar is for females.  The exception being the male attempting less than 25 kg.  

My son lifted in the Junior Olympics at age 12 and they (they being coaches and officials) voted, at the technical conference, to use the 15 kg. bar for 13 and under.  I voted against it, actually, there should not have been a vote.
