You can go up from the class that you entered, but not down according to the IWF rules
But you may want to check with Howard Cohen.
Out of the IWF Masters rulebook
5.3 Weigh-in
5.3.1 The declaration to move up to a higher bodyweight category must be made at the Technical Conference before the start of the competition. After the Technical Conference, an athlete may move up to a higher bodyweight category by notifying the Competition Secretary prior to the start of the weigh-in for the class that they are registered for. After the start of that weigh-in, they may only move up to a higher bodyweight category if they get on the scale and weigh more than the bodyweight limit for that category. In that case, they must weigh-in again at the regular time for the weigh-in of the next higher bodyweight category.
